Just released study of arrests in California by the Council of State Governments found that parolees and probationers account for 22% of total arrests, one out of six violent crime arrests, and one of three drug arrests. These proportions are smaller than might have been guessed. The study also indicates the value of closer collaboration among police, parole, and probation agencies.

I have often wondered if these data might be more positive if the powers that be had not decided to arm probation and parole officers. Whether they wish to acknowledge it or not, the primary goal of those officers should be providing every opportunity and avenue for those under their care succeed. Yes, they should be more….GULP…..social workers. When a person carries a gun, his/her mindset and attitude changes. Indeed, they have been turned into law enforcement officers whose primary focus is the opposite of what they should be doing. Those on probation and parole carry with them the Mark of Cain as they are forever labeled criminals. It is a wonder that the success rate is this high.
