Biased policing in Toronto?

This editorial notes that police in Toronto began collecting racial data in 2010 but so far have not released any of it, preventing analysis of discrimination in stops, arrests, searches, or other police actions. The same is true for over half of all Canadian police forces; practices vary in the U.S. as well. Where the data are collected and published, they rarely provide a clear picture or lead to obvious solutions, but they can help stimulate public discussion and problem solving efforts.
