Police misconduct is similar in nature and stems primarily from their attempt to control crime through deterrence by terror,be it aggressive stop &frisk in New York,or death squads in Kenya or Brazil,or “encounters” in India.Once the police do it for noble cause they continue doing it for baser causes.
