Federal oversight in Puerto Rico

This article describes the oversight regime imposed on the Puerto Rico police by a US federal court and the Department of Justice in 2012 to address serious police misconduct. The island’s 17,000-officer police department is the second-largest non-federal law enforcement agency in the US (only the NYPD is bigger).

    Not surprising, given they only reported 32 sexual assaults for their region in 2012. That was 0.9 per 100,000 folks
