Data lacking on police shootings

This article points out that the U.S. does not have a system to count the number of times police shoot, injure, or kill citizens, a real impediment to use-of-force debates and reforms. The official estimate of police justifiable homicides is about 400 per year, but unofficial data suggests that number is actually about 1,000 per year.
