In this column, Pittsburgh’s police chief points to failures of police and city leadership as the real causes of today’s police-community tensions and urges residents not to blame the men and women on the front lines.

    The cops on the beat are just as responsible for creating the mess since they did not do anything to get rid of the bad cops and let those bad cops rise to the top supervisor and managerial ranks.

    that fault would lie w/ any officer, beat or otherwise, that allows corruption, etc.
