Citizen complaints down in first year of body-worn cameras in San Diego

This article reports first-year body-worn camera statistics for three San Diego PD divisions. Citizen complaints decreased 23% and internal investigators were much better able to determine who was at fault. Police use of “greater controlling force” declined 8%, but lesser force (soft hands, body weight) actually increased, a surprise. One hypothesis is that officers became more likely to report their use of lesser force, knowing it was being recorded.
