Circumstances of police shootings

This article indicates that in about 60% of fatal police shootings so far this year, the person shot by police had been brandishing or shooting a gun at the time, and in another 15% was attacking someone in some other manner. As an example the article details a shootout between a Wisconsin trooper and a heavily armed bank robber in which both lost their lives.
