Is crime falling or simply changing?

Serious crime has been falling for the last 20 years or so in the U.S. and other western countries according to police records and victim surveys — or maybe it has just changed. This article reports a pilot project in the UK measuring the incidence of online fraud and illegal computer misuse. The inclusion of frauds with financial loss would increase the UK’s annual crime victimization measure by 40%, while counting frauds with no loss and other unlawful computer misuse would roughly double the current measure of the amount of crime in the UK.
