Reform is hard

This article reviews the situation in Dallas to illustrate how hard it is to accomplish police reform, satisfy critics, keep officers safe, and provide effective policing all at the same time. The department implemented significant changes in policies and tactics over the past several years,  complaints dropped substantially, and Chief David Brown was acclaimed nationally for his leadership during and after the ambush last summer. Yet the city is struggling with an increase in homicides, police staffing shortages, and further demands from community activists.
