Big drop in non-sworn police employment since 2008

This article describes the continuing impact of the great recession on local government employment. The biggest decrease has been in non-sworn police positions, which were down 11.1% in 2015 compared to 2008. Local jurisdictions have prioritized sworn positions, which “only” decreased 1.1%, but have not yet been able to reinstate lost civilian positions.

Not much information on the big drop in non-sworn police personnel. Of course, with Trump putting a freeze on federal employees, you will see a steady if not huge drop in both sworn and non-sworn federal police personnel with no one to replace them.
